Worst Crisis Since '30s, With No End Yet in Sight

The financial crisis that began 13 months ago has entered a new, far more serious phase.
Lingering hopes that the damage could be contained to a handful of financial institutions that made bad bets on mortgages have evaporated. The latest turmoil comes not so much from the original problem -- troubled subprime mortgages -- but from losses on credit-default swaps, the insurance contracts sold by American International Group Inc. and others to those seeking protection against other companies' defaulting.
The consequences for companies and chief executives who tarry -- hoping for better times in which to raise capital, sell assets or acknowledge losses -- are now clear and brutal, as falling share prices and fearful lenders send troubled companies into ever-deeper holes. This weekend, such a realization led John Thain to sell the century-old Merrill Lynch & Co. to Bank of America Corp. Each episode seems to bring intervention by the government that is more extensive and expensive than the previous one, and carries greater risk of unintended consequences.
Expectations for a quick end to the crisis are fading fast. "I think it's going to last a lot longer than perhaps we would have anticipated," Anne Mulcahy, chief executive of Xerox Corp., said Wednesday.
"This has been the worst financial crisis since the Great Depression. There is no question about it," said Mark Gertler, a New York University economist who worked with fellow academic Ben Bernanke, now the Federal Reserve chairman, to explain how financial turmoil can infect the overall economy. "But at the same time we have the policy mechanisms in place fighting it, which is something we didn't have during the Great Depression."
In the wake of this past week's market meltdown, WSJ's economics editor David Wessel looks at the shakeup and sees one of two outcomes: the crisis as catharsis or a drawn-out mess.
The U.S. financial system resembles a patient in intensive care. The body is trying to fight off a disease that is spreading, and as it does so, the body convulses, settles for a time and then convulses again. Disease has overwhelmed the self-healing tendencies of markets. The doctors in charge are resorting to ever-more invasive treatment, and are now experimenting with remedies that have never before been applied.
Fed Chairman Bernanke and Treasury Secretary Henry Paulson walked into the hastily arranged meeting with congressional leaders Tuesday night to brief them on the government's unprecedented rescue of AIG. They looked like exhausted surgeons delivering grim news to the family.
"These are huge, momentous events with cataclysmic implications," Sen. Chris Dodd, a Connecticut Democrat, said in an interview after the meeting.
Fed and Treasury officials have identified the disease. It's called deleveraging. During the credit boom, financial institutions and American households took on too much debt. Between 2002 and 2006, household borrowing grew at an average annual rate of 11%, far outpacing overall economic growth. Borrowing by financial institutions grew by a 10% annualized rate. Now many of those borrowers can't pay back the loans, partly because of the collapse in housing prices. They need to reduce their dependence on borrowed money, a painful and drawn-out process that can choke off credit and economic growth.
At least three things need to happen to bring the deleveraging process to an end, and they're hard to do at once. Financial institutions and others need to fess up to their mistakes by selling or writing down the value of distressed assets they bought with borrowed money. They need to pay off debt. Finally, they need to rebuild their capital cushions, which have been eroded by losses on those distressed assets.
But many of the distressed assets are hard to value and there are few if any buyers. Deleveraging also feeds on itself in a way that can create a downward spiral: Trying to sell assets pushes down the assets' prices, which makes them harder to sell and leads firms to try to sell more assets. That, in turn, suppresses these firms' share prices and makes it harder for them to sell new shares to raise capital. Mr. Bernanke, as an academic, dubbed this self-feeding loop a "financial accelerator."

"The ones that had the biggest exposure, they've all died."
Deleveraging started with securities tied to subprime mortgages, where defaults started rising rapidly in 2006. But the deleveraging process has now spread well beyond, to commercial real estate and auto loans to the short-term commitments on which investment banks rely to fund themselves. In the first quarter, financial-sector borrowing slowed to a 5.1% growth rate, about half of the average from 2002 to 2007. Household borrowing has slowed even more, to a 3.5% pace.
Goldman Sachs Group Inc. economist Jan Hatzius estimates that in the past year, financial institutions around the world have already written down 8 billion worth of assets and raised 7 billion worth of capital.
But that doesn't appear to be enough. Every time financial firms and investors suggest that they've written assets down enough and raised enough new capital, a new wave of selling triggers a reevaluation, propelling the crisis into new territory. Residential mortgage losses alone could hit 6 billion by 2012, Goldman estimates, triggering widespread retrenchment in bank lending. That could shave 1.8 percentage points a year off economic growth in 2008 and 2009 -- the equivalent of 0 billion in lost good in services each year.
"This is a deleveraging like nothing we've ever seen before," said Robert Glauber, now a professor of Harvard's government and law schools who came to the Washington in 1989 to help organize the savings and loan cleanup of the early 1990s. "The S&L losses to the government were small compared to this."
Hedge funds could be among the next problem areas. Many rely on borrowed money, or leverage, to amplify their returns. With banks under pressure, many hedge funds are less able to borrow this money now, pressuring returns. Meanwhile, there are growing indications that fewer investors are shifting into hedge funds while others are pulling out. Fund investors are dealing with their own problems: Many use borrowed money to invest in the funds and are finding it more difficult to borrow.
That all makes it likely that more hedge funds will shutter in the months ahead, forcing them to sell their investments, further weighing on the market.
Debt-driven financial traumas have a long history, of course, from the Great Depression to the S&L crisis to the Asian financial crisis of the late 1990s. Neither economists nor policymakers have easy solutions. Cutting interest rates and writing stimulus checks to families can help -- and may have prevented or delayed a deep recession. But, at least in this instance, they don't suffice.
In such circumstances, governments almost invariably experiment with solutions with varying degrees of success. Franklin Delano Roosevelt unleashed an alphabet soup of new agencies and a host of new regulations in the aftermath of the market crash of 1929. In the 1990s, Japan embarked on a decade of often-wasteful government spending to counter the aftereffects of a bursting bubble. President George H.W. Bush and Congress created the Resolution Trust Corp. to take and sell the assets of failed thrifts. Hong Kong's free-market government went on a massive stock-buying spree in 1998, buying up shares of every company listed in the benchmark Hang Seng index. It ended up packaging them into an exchange traded fund and making money.
Today, Mr. Bernanke is taking out his playbook, said NYU economist Mr. Gertler, "and rewriting it as we go."
Merrill Lynch & Co.'s emergency sale to Bank of America Corp. last weekend was an example of the perniciousness and unpredictability of deleveraging. In the past year, Merrill has hired a new chief executive, written off .4 billion in assets and raised billion in equity capital.
But Merrill couldn't keep up. The more it raised, the more it was forced to write off. When Merrill CEO John Thain attended a meeting with the New York Fed and other Wall Street executives last week, he saw that Merrill was the next most vulnerable brokerage firm. "We watched Bear and Lehman. We knew we could be next," said one Merrill executive. Fearful that its lenders would shut the firm off, he sold to Bank of America.
This crisis is complicated by innovative financial instruments that Wall Street created and distributed. They're making it harder for officials and Wall Street executives to know where the next set of risks are hiding and also spreading the fault lines of the crisis.
The latest trouble spot is an area called credit-default swaps, which are private contracts that let firms trade bets on whether a borrower is going to default. When a default occurs, one party pays off the other. The value of the swaps rise and fall as market reassesses the risk that a company won't be able to honor its obligations. Firms use these instruments both as insurance -- to hedge their exposures to risk -- and to wager on the health of other companies. There are now credit-default swaps on more than trillion in debt -- up from about 4 million a decade ago.
One of the big new players in the swaps game was AIG, the world's largest insurer and a major seller of credit-default swaps to financial institutions and companies. When the credit markets were booming, many firms bought this insurance from AIG, believing the insurance giant's strong credit ratings and large balance sheet could protect them from bond and loan defaults. AIG, which collected generous premiums for the swaps, believed the risk of default was low on many securities it insured.
As of June 30, an AIG unit had written credit-default swaps on more than 6 billion in credit assets, including mortgage securities, corporate loans and complex structured products. Last year, when rising subprime mortgage delinquencies damaged the value of many securities AIG had insured, the firm was forced to book large write-downs on its derivative positions. That spooked investors, who reacted by dumping its shares, making it harder for AIG to raise the capital it increasingly needed.
Credit default swaps "didn't cause the problem, but they certainly exacerbated the financial crisis," says Leslie Rahl, president of Capital Market Risk Advisors, a consulting firm in New York. The sheer volumes of outstanding CDS contracts -- and the fact that they trade directly between institutions, without centralized clearing -- intertwined the fates of many large banks and brokerages.
Few financial crises have been sorted out in modern times without massive government intervention. Increasingly, officials are coming to the conclusion that even more might be needed. A big problem: The Fed can and has provided short-term money to sound, but struggling, institutions that are out of favor. It can, and has, reduced the interest rates it influences to attempt to reduce borrowing costs through the economy and encourage investment and spending.
But it is ill-equipped to provide the capital that financial institutions now desperately need to shore up their finances and expand lending.
In normal times, capital-starved companies usually can raise capital on their own. In the current crisis, a number of big Wall Street firms, including Citigroup, have turned to sovereign wealth funds, the government-controlled pools of money.
But both on Wall Street and in Washington, there is increasing expectation that U.S. taxpayers will either take the bad assets off the hands of financial institutions so they can raise capital, or put taxpayer capital into the companies, as the Treasury has agreed to do with mortgage giants Fannie Mae and Freddie Mac.
One proposal was raised by Barney Frank, the Massachusetts Democrat who chairs the House Financial Services Committee. Rep. Frank advocated creating an analog to the Resolution Trust Corp., which took assets from failed banks and thrifts and found buyers over several years.
"When you have a big loss in the marketplace, there are only three people that can take the loss -- the bondholders, the shareholders and the government," said William Seidman, who led the RTC from 1989 to 1991. "That's the dance we're seeing right now. Are we going to shove this loss into the hands of the taxpayers?"
The RTC seemed controversial and ambitious at the time. Any analog today would be even more complex. The RTC dispensed mostly of commercial real estate. Today's troubled assets are complex debt securities -- many of which include pieces of other instruments, which in turn include pieces of yet others, many steps removed from the actual mortgages or consumer loans on which they're based. Unraveling these strands will be tedious and getting at the underlying collateral, difficult.
In the early stages of this crisis, regulators saw that their rules didn't fit the rapidly changing financial system they were asked to oversee. Investment banks, at the core of the crisis, weren't as closely monitored by the Securities and Exchange Commission as commercial banks were by their regulators.
The government has a system to close failed banks, created after the Great Depression in part to avoid sudden runs by depositors. Now, runs happen in spheres regulators barely understand, such as the repurchase agreement, or repo, market, in which investment banks fund their day-to-day operations. And regulators have no process for handling the failure of an investment bank like Lehman. Insurers like AIG aren't even federally regulated.
Regulators have all but promised that more banks will fail in the coming months. The Federal Deposit Insurance Corp. is drawing up a plan to raise the premiums it charges banks so that it can rebuild the fund it uses to back deposits. Examiners are tightening their leash on banks across the country.
One pleasant mystery is why the financial crisis hasn't hit the economy harder -- at least so far. "This financial crisis hasn't yet translated into fewer...companies starting up, less research and development, less marketing," Ivan Seidenberg, chief executive of Verizon Communications, said Wednesday. "We haven't seen that yet. I'm sure every company is keeping their eyes on it."
At 6.1%, the unemployment rate remains well below the peak of 7.8% in 1992, amid the S&L crisis.
In part, that's because government has reacted aggressively. The Fed's classic mistake that led to the Great Depression was that it tightened monetary policy when it should have eased. Mr. Bernanke didn't repeat that error. And Congress moved more swiftly to approve fiscal stimulus than most Washington veterans thought possible.
In part, the broader economy has held mostly steady because exports have been so strong at just the right moment, a reminder the global economy's importance to the U.S. And in part, it's because the U.S. economy is demonstrating impressive resilience, as information technology allows executives to react more quickly to emerging problems and -- to the discomfort of workers -- companies are quicker to adjust wages, hiring and work hours when the economy softens.
But the risk remains that Wall Street's woes will spread to Main Street, as credit tightens for consumers and business. Already, U.S. auto makers have been forced to tighten the terms on their leasing programs, or abandon writing leases themselves altogether, because of problems in their finance units. Goldman Sachs economists' optimistic scenario is a couple years of mild recession or painfully slow economy growth.

Currently, this building is used by three stores and a laundry service.

When we arrived in Springfield a little more than 33 years ago, MacArthur Boulevard was one the main commercial drags in the city. That was before the opening of White Oaks Mall and the commercial boom that followed on the city's southwest side. Today, MacArthur Boulevard is not so much a destination as place one drives through while going somewhere else. Sizable sections of MacArthur have become eyesores due to large, commercial buildings, such as the old K-Mart and Spillway Bowling Lanes, being abandoned and allowed to gradually disintegrate.

In recent years, there has been a lot of discussion on how to revitalize the area but, so far at least, the boulevard is struggling just to keep the businesses that have remained. To be clear, some new businesses have popped up along MacArthur Boulevard, but they are not the type of business local residents and economic development groups seem to want. Today, MacArthur Boulevard is dotted on both sides with Pay Day and Title Loan businesses that most feel are not good for the long-term redevelopment of the area.

This photo attempts to capture the situation. On the left is the deteriorating sign for the old Spillway Bowling Lanes, and on the right is a title loan business. Sadly, this is the type of scene one sees repeated the length of MacArthur between South Grand and Wabash Avenues.

CHITRAL: Strategy plan discussed for peaceful Chitral. Stakeholders comprising over representatives of different civil societies, human rights activists, Police officials, social workers, Media persons, Lawyers, Teachers participated the workshop. The sensitize workshop was conducted by young star development organization (YSDO). Afsar Jan a known social worker shared different issues regarding human rights faced by Chitral people especially women folk. Coordinator of YSDO while briefing the participants about aim and objectives of YSDO said that we work on different sector like natural resources , health and hygiene, Advocacy and capacity building. YSDO also arranged so many free medical camp where hundred of poor patients were examined and they were given free medicine as well as blood donation to needy and deserving patients. We also burying unclaimed dead bodies he added. He said that we also issue advance loans to deserving people for business.
Similarly 25 women organizations, 40 village organizations, 30 sports club are registered with YSDO. And we support them by different ways. He said that the present workshop is also a series of our activities to scrutinize and frame a strategy for peaceful Chitral to maintain its present position for ever. And that is why we invited different stock holders to share their experiences and views for supporting of this plan. During the workshop the stake holders expressed their great concern over a large number of women suicide at Chitral and stressed upon the stakeholders to trace out its causes and its possible solution to tackle this issue. We want to protect children, students and women folk from different violation speakers said in the workshop. During the workshop different issues were discussed and its possible solutions were sought from the participants Muhammad Irfan, Miss Fauzia, Niaz A Niazi Advocate and other spoke on the occasion.

I wanted to join Occupy Wall Street for a short time and make a sign or something but had trouble coming up with what to say. I wanted something relatively objective and not too inflammatory. I've been following the financial collapse, and remembered this striking statistic, illustrating how large the banking sector had become relative to the rest of our economy (40% was the peak around the dot-com boom--it's down to 25% now but rising again). Our economy seems like it used to be more diverse and productive.

When people started asking me what we should do about it, I added the bottom sentence. We've arrived at the 25-40% figure over the past three decades, during which time debt has ballooned and major bank regulations have been repealed (as well as protections for other parts of the economy, e.g. the environment, labor laws, trade/tariff laws, corporate money in politics, etc., but that's another discussion).

Looking specifically at the financial sector:

* In 1933, "Glass-Steagall" was enacted to separate investment banks from normal depository banks. It worked fine until it was repealed in 1999, allowing normal banks to speculate and also get too big.

* In 1975, investment banks were required to hold around 10% of their assets in cash. In 2004, the "Bear Stearns Exemption" was granted to the largest banks, allowing them to leverage their money as high as 30:1 or 40:1. Leverage is even higher in Europe.

* In 1982, the "Alternative Mortgage Transactions Parity Act" created adjustable-rate mortgages, interest-only mortgages, and mortgages with low "teaser" rates during the first few years. These are exactly the types of mortgages that would lead to the financial collapse in 2007. Alan Greenspan's low-interest rate environment of the early 2000's was the final trigger.

* In 2000, the young derivatives market became exempt from any oversight by the SEC. Enron's collapse after trading energy derivatives was an early warning sign that was ignored, and the law became known as the "Enron loophole." The total value of derivates now stands at 0 trillion.

* 1994: Riegle-Neal Interstate Banking and Branching Efficiency Act: removed restrictions in interstate banking so companies could merge into what became Too Big To Fail institutions.

* The Fed held interest rates too low for too long after the 2000-2002 recession, allowing credit to flood the country and debt to balloon. This fueled a big expansion, but at the expense of mounting debt against the future. As yet we have no regulatory solution to apply to the Fed (aside from abolishing it which would probably lead to even greater instability).

* The partisan claim that Fannie Mae/CRA's requirement to loan to low-income borrowers caused the crisis glosses over all the deregulation that was happening above.

* At their height in 2007, the ballooning financial and business consulting industry was draining our brightest minds from the economy, for instance by sucking up almost 50% of all Harvard graduates.

* 2008: Banks no longer have to report the current value of their assets ("mark-to-market"). Still to this day, they can report the value they expect them to be, after years of appreciation. Now no one knows what the six major U.S. banks are valued at, and many are likely insolvent and should go through FDIC-organized bankruptcy, as hundreds of other banks already have.

Anyway, that's the small print for my sign I guess. In short, debt has been way too easy to get!

Ley Agraria Revolucionaria

La lucha de los campesinos pobres en México sigue reclamando la tierra para los que la trabajan. Después de Emiliano Zapata y en contra de las reformas al artículo 27 de la Constitución Mexicana, el EZLN retoma la justa lucha del campo mexicano por tierra y libertad. Con el fin de normar el nuevo reparto agrario que la revolución trae a las tierras mexicanas se expide la siguiente LEY AGRARIA REVOLUCIONARIA.

Primero.- Esta ley tiene validez para todo el territorio mexicano y beneficia a todos los campesinos pobres y jornaleros agrícolas mexicanos sin importar su filiación política, credo religioso, sexo, raza o color.

Segundo.- Esta ley afecta todas las propiedades agrícolas y empresas agropecuarias nacionales o extranjeras dentro del territorio mexicano.

Tercero.- Serán objeto de afectación agraria revolucionaria todas las extensiones de tierra que excedan las 100 hectáreas en condiciones de mala calidad y de 50 hectáreas en condiciones de buena calidad. A los propietarios cuyas tierras excedan los límites arriba mencionados se les quitarán los excedentes y quedarán con el mínimo permitido por esta ley pudiendo permanecer como pequeños propietarios o sumarse al movimiento campesino de cooperativas, sociedades campesinas o tierras comunales.

Cuarto.- No serán objeto de afectación agraria las tierras comunales, ejidales o en tenencia de cooperativas populares aunque excedan los límites mencionados en el artículo tercero de esta ley.

Quinto.- Las tierras afectadas por esta ley agraria, serán repartidas a los campesinos sin tierra y jornaleros agrícolas, que así lo soliciten, en PROPIEDAD COLECTIVA para la formación de cooperativas, sociedades campesinas o colectivos de producción agrícola y ganadera. Las tierras afectadas deberán trabajarse en colectivo.

Sexto.- Tienen DERECHO PRIMARIO de solicitud los colectivos de campesinos pobres sin tierra y jornaleros agrícolas, hombres, mujeres y niños, que acrediten debidamente la no tenencia de tierra alguna o de tierra de mala calidad.

Séptimo.- Para la explotación de la tierra en beneficio de los campesinos pobres y jornaleros agrícolas las afectaciones de los grandes latifundios y monopolios agropecuarios incluirán los medios de producción tales como maquinarias, fertilizantes, bodegas, recursos financieros, productos químicos y asesoría técnica.

Todos estos medios deben pasar a manos de los campesinos pobres y jornaleros agrícolas con especial atención a los grupos organizados en cooperativas, colectivos y sociedades.

Octavo.- Los grupos beneficiados con esta Ley Agraria deberán dedicarse preferentemente a la producción en colectivo de alimentos necesarios para el pueblo mexicano: maíz, frijol, arroz, hortalizas y frutas, así como la cría de ganado vacuno, apícola, bovino, porcino y caballar, y a los productos derivados (carne, leche, huevos, etc.).

Noveno.- En tiempo de guerra, una parte de la producción de las tierras afectadas por esta ley se destinará al sostenimiento de huérfanos y viudas de combatientes revolucionarios y al sostenimiento de las fuerzas revolucionarias.

Décimo.- El objetivo de la producción en colectivo es satisfacer primeramente las necesidades del pueblo, formar en los beneficiados la conciencia colectiva de trabajo y beneficio y crear unidades de producción, defensa y ayuda mutua en el campo mexicano. Cuando en una región no se produzca algún bien se intercambiará con otra región donde sí se produzca en condiciones de justicia e igualdad. Los excedentes de producción podrán ser exportados a otros países si es que no hay demanda nacional para el producto.

Undécimo.- Las grandes empresas agrícolas serán expropiadas y pasarán a manos del pueblo mexicano, y serán administradas en colectivo por los mismos trabajadores. La maquinaria de labranza, aperos, semillas, etc. que se encuentren ociosos en fábricas y negocios u otros lugares, serán distribuidos entre los colectivos rurales, a fin de hacer producir la tierra extensivamente y empezar a erradicar el hambre del pueblo.

Duodécimo.- No se permitirá el acaparamiento individual de tierras y medios de producción.

Décimo Tercero.- Se preservarán las zonas selváticas vírgenes y los bosques y se harán campañas de reforestación en las zonas principales.

Décimo Cuarto.- Los manantiales, ríos, lagunas y mares son propiedad colectiva del pueblo mexicano y se cuidarán evitando la contaminación y castigando su mal uso.

Décimo Quinto.- En beneficio de los campesinos pobres, sin tierra y obreros agrícolas, además del reparto agrario que esta ley establece, se crearán centros de comercio que compren a precio justo los productos del campesino y le vendan a precios justos las mercancías que el campesino necesita para una vida digna. Se crearán centros de salud comunitaria con todos los adelantos de la medicina moderna, con doctores y enfermeras capacitados y conscientes, y con medicinas gratuitas para el pueblo. Se crearán centros de diversión para que los campesinos y sus familias tengan un descanso digno sin cantinas ni burdeles. Se crearán centros de educación y escuelas gratuitas donde los campesinos y sus familias se eduquen sin importar su edad, sexo, raza o filiación política y aprendan la técnica necesaria para su desarrollo. Se crearán centros de construcción de viviendas y carreteras con ingenieros, arquitectos y materiales necesarios para que los campesinos puedan tener una vivienda digna y buenos caminos para el transporte. Se crearán centros de servicios para garantizar que los campesinos y sus familias tengan luz eléctrica, agua entubada y potable, drenaje, radio y televisión, además de todo lo necesario para facilitar el trabajo de la casa, estufa, refrigerador, lavadoras, molinos, etc.

Décimo Sexto.- No habrá impuestos para los campesinos que trabajen en colectivo, ni para ejidatarios, cooperativas y tierras comunales. DESDE EL MOMENTO EN QUE SE EXPIDE ESTA LEY AGRARIA REVOLUCIONARIA SE DESCONOCEN TODAS LAS DEUDAS QUE POR CREDITOS, IMPUESTOS O PRESTAMOS TENGAN LOS CAMPESINOS POBRES Y OBREROS AGRICOLAS CON EL GOBIERNO OPRESOR, CON EL EXTRANJERO O CON LOS CAPITALISTAS.

Revolutionary Agrarian Law

The struggle of poor peasants in Mexico continues to claim the land for which they work. After Emiliano Zapata and against the reforms to Article 27 of the Mexican Constitution, the EZLN takes up the just struggle of rural Mexico for land and freedom. In order to regulate the new agrarian reform that the revolution brought to land issues the following Mexican Revolutionary Agrarian Law.

First .- This law is valid for the entire Mexican territory and benefits all poor peasants and agricultural laborers Mexican no matter their political affiliation, religious creed, sex, race or color.

Second .- This law affects all farms and agricultural companies or foreign nationals within the Mexican territory.

Third .- shall be subject to revolutionary land affected all areas of land exceeding 100 hectares in poor quality and 50 hectares in terms of good quality. The owners whose lands exceed the limits listed above are surplus and will be removed with the minimum allowed by the law can remain as small landowners and farmers join the cooperative movement, peasant societies or communal lands.

Fourth .- No land will be affected communal lands, ejidos, or cooperative tenure popular but exceed the limits mentioned in section three of this law.

Five .- The lands affected by this farm bill, will be distributed to landless peasants and farm laborers, who request them, as collective property for the formation of cooperatives, peasant societies or groups of crop and livestock production. The land concerned must work as a team.

Sixth .- application have primary law groups of poor peasants and landless agricultural laborers, men, women and children who do not properly certify any land tenure or land of poor quality.

Seventh .- For purposes of using land for the benefit of poor farmers and agricultural laborers the affectations of the large estates and agricultural monopolies include the means of production such as machinery, fertilizers, storage, finance, chemicals and technical advice.

All these means should pass into the hands of poor peasants and farm laborers with special attention to groups organized into cooperatives, collectives and societies.

Eight .- The groups benefited from this Land Law should be devoted mainly to the collective production of food needed for the Mexican people: corn, beans, rice, vegetables and fruits as well as cattle breeding, beekeeping, cattle, pigs and horses, and products (meat, milk, eggs, etc.)..

Nine .- In time of war, part of the agricultural land affected by this law shall be devoted to the support of orphans and widows of revolutionary fighters and the support of the revolutionary forces.

Tenth .- The purpose of the collective production is to satisfy people's needs first, to train the beneficiaries in the collective consciousness of work and reward, and establish production, defense and mutual assistance in the Mexican countryside. When a region is not producing any good is swapped with another region where it occurs in conditions of justice and equality. Surplus production may be exported to other countries if there is no domestic demand for the product.

Eleventh .- The large agricultural enterprises will be expropriated and the hands of the Mexican people, and will be managed collectively by the workers themselves. Farm machinery, tools, seeds, etc.. who are idle in factories and businesses or other places, will be distributed among rural groups, in order to make the land produce extensively and begin to eradicate hunger in the village.

Twelfth .- No individual shall be allowed the monopolization of land and means of production.

Thirteenth .- wilderness areas be preserved virgin forests and reforestation campaigns will in major areas.

Fourteenth .- The springs, rivers, lakes and seas are the collective property of the Mexican people and take care to avoid pollution and punishing its misuse.

Fifteenth .- For the benefit of poor farmers, landless agricultural workers, in addition to land distribution established by this law, trade centers will be established at a fair price to buy the products of the farmer and sell him goods at fair prices that farmer needs for a decent life. It will create community health centers with all the advances of modern medicine, with doctors and nurses trained and aware, and free medicines for the people. Entertainment centers will be established for farmers and their families have a decent rest without bars or brothels. Centers will be set free school education and where farmers and their families to be educated regardless of age, sex, race or political affiliation and learn the techniques needed for their development. Centers will be established housing and road construction engineers, architects and materials necessary for farmers to get decent housing and good roads for transport. Service centers will be established to ensure that farmers and their families have electricity, piped drinking water, drainage, radio and television, plus everything needed to facilitate the work of the house, stove, refrigerator, washing machines, mills, etc. .

Sixteenth .- There will be no taxes for farmers to work collectively, or to ejidatarios, cooperatives and communal lands. FROM THE TIME IN WHICH THE ISSUING THIS LAW IS UNKNOWN REVOLUTIONARY LAND ALL THAT DEBT BY CREDITOR, OR LOANS TO REQUIRE TAX THE POOR FARMERS AND FARM WORKERS WITH oppressive government, OR WITH FOREIGN CAPITAL.

Benefiting from the micro-loan, Eduardo Morales reestablished his father’s brick making business called “the Crown of Jesus” After a terrible traffic accident; Eduardo lost mobility of his left leg and now walks with a crutch. Eduardo manages six men to produce flooring bricks and building blocks. Processing raw materials like sawdust, sand, dirt and water, these men mix, mold, bake and resale their goods to local merchants. Before the subgrant of nearly 0, Morales and his assistances served as the mediator, selling bricks from producers to local entrepreneurs. “I am proud to run my father’s business and create the bricks myself,” Eduardo chimed with excitement.

Shopowner Anna Cilia Jean-Pierre, 50, runs a shop selling clothes and wedding dresses. Her old shop was destroyed in the quake and most of the stock lost.

She repaired and reopened her shop in February 2011 and has also acquired literacy skills. She is the main breadwinner; her husband earns some money via a garbage collection project.

“All my stock was lost. But thanks to the money I received from Oxfam/Ofamola I could buy new stock. There is no other shop like this in this neighborhood; I really provide a service for people. What I sell is beautiful. I can help young girls have a beautiful marriage and I’m really happy to be able to do this."

Livelihoods support

“Oxfam has helped a lot. After the quake, I didn’t have any hope at all. When we got our grants, I felt like I was living again. I had to think about how I was going to buy the merchandise and open up again; this money relieved a lost of my stress."

“Before, I could wake up in the morning and not know how I was going to look after my children. Now I can sell clothes, make a profit, and life is easier. After the quake, my children stopped going to school; now four go to university and the others go to school."

Literacy and business training

“I received important business training. The literacy program was also very important. I have learnt how to read and write. I can write my name and fill in forms. Before, I couldn’t read Creole, now I can. I want to continue with this program and go further. “

"I’ve also learnt through the business training the importance of managing my money; not spending all my profits, but saving a large part and investing for the future. My life has changed."

Rail abandonment could be adverse to Eldora

ELDORA - A rail line from Ackley to Marshalltown could soon be abandoned if the investors and business cannot be found to keep it open, leaving some in Central Iowa very concerned about transportation issues.

The line, owned by Iowa River Railroad, has become unprofitable and the company has made preliminary moves that could result in abandonment. In Eldora, the Iowa Department of Transportation had a public meeting to discuss options and bring interested parties together.

Bob Forr, operations manager at Quality Products, said the loss of the railroad would create a very significant hardship on his business, which brings in raw materials on the line mainly from the north, but also sometimes from the Marshalltown area. Quality Products is a manufacturer of plastic products and employs more than 100 people in Eldora.

If the rail line were unavailable, Forr said it would add 0,000 annually to his budget for transporting raw materials into his plant.

"It's going to be a business decision on whether or not it's feasible to stay here," he said. "It's not small change. Our payroll is over million a year. That's going to be a big loss to the city of Eldora."

Most of the use the rail currently receives is between Eldora and points to the north. There is a good chance that the rail will extend from the Chicago, Central and pacific Railroad line nearly Ackley to as far south as Highway 20. Some are hoping at least to keep the line open from the north to Eldora and others are hoping the line remains open all the way to Marshalltown.

Deb Crosser, executive director of economic development for Eldora, said the unique thing about the line is that it connects both to the Chicago, Central and Pacific Railroad and Union Pacific.

Marty Wymore, director of the Region VI Planning Commission, had a two-fold interest in the meeting.

"Our first interest is in continuing the rail service here," he said. "If that fails, we're certainly interested in other uses of this rail corridor."

One of those uses could be a recreational trail between Marshalltown and Eldora. From Eldora, the trail could connect with a trail near Pine Lake State Park and continue all the way to George Wyth Memorial State Park in Cedar Falls.

Several members of the Central Iowa Bicycle Club were also in attendance.

Tamara Nicholson, director of IDOT's Office or Rail Transportation, said the DOT has very little say in whether the rail line is abandoned and its purpose on conducting the meeting was simply to facilitate discussion and educate.

If a group of investors wanted to keep the rail line open, Nicholson said the DOT does offer the Railroad Revolving Loan and Grant Program, which could help with the cost of acquiring the line. However, the investors would be completely responsible for maintaining the line after that point.

In 2009 she opened her hair dressing business and it is going from strength to strength.

Her formal education ended in primary 3 when her father died and her family couldn’t then afford for her to attend school. She left to look after hens at home.

She is very happy now to be running her own business and she hopes to expand in the near future.

CAPTAIN A. C. PIERCE, dealer in real estate, loan and insurance agent, first located in Saline County, Kan., in 1856, and afterwards removed to Kansas Falls and engaged in surveying and locating settlers. He moved to Junction City in 1860, and was elected County Assessor in the same spring, and took the census of Davis, Clay and part of Riley counties. He enlisted in Company G, Eleventh Regiment Kansas Volunteer Infantry, as second lieutenant; promoted to first lieutenant; was subsequently changed to cavalry; participated in the battles of Fort Wayne, Indian Territory; Cane Hill, Ark., and Prairie Grove; Price's raid, Independence, Mo.; Big Blue, Fort Scott and the battle on the line, near Kansas City. He was mustered out as captain of his company at Fort Leavenworth, Kan., in August, 1865, when he returned to Junction City. He was married in May, 1865, to Miss Harriet L. Bowen, of Otsego County, N. Y. He was born in the latter county, September 13, 1835, and was educated in Cooperstown, N. Y. They have seven children--Alfred B., Mary, Harriott, Madge, Levi Benjamin, Marcia and Maude. He is a member of the Universalist Church and I. O. Alfred Clark Pierce.—The semi-centenary of Kansas's statehood concludes an epoch in her history wherein were developed men, who, from the standpoint of constructive, initiative, and executive talent, rank with the most forceful in the annals of her sister commonwealths. Among those who have realized a large and substantial success, a citizen who has the distinction of having been for fifty-six years a Kansan, one who has been a potential force in practically every phase of her development, is he whose name initiates this article. Coming to Kansas in 1856, he took an active part during the formative period in the settlement of what is now Geary, Dickinson, and Saline counties. His labors in the cause of temperance, while a member of the legislature, would prove sufficient to give precedence and reputation to any man, were this to represent the sum total of his efforts; but Captain Pierce is a man of broad mental ken, strong initiative, and distinct individuality, and he has been a most potent, though unostentatious factor in the commercial, social, and religious life of Geary county, where he took up his residence, in 1860.

Alfred C. Pierce was born at Cooperstown, Otsego county, New York, Sept. 13, 1835, son of Benjamin and Polly (Bowen) Pierce. His ancestors on both sides were among the early settlers of America, and numbered among them are men who achieved distinction in the frontier life of those early days, in the commercial era which followed, in the French and Indian wars, and later in the war of the Revolution. The Pierce family became established in America early in the Seventeenth century, when one of the name settled in Rhode Island and married there. His youngest son, John Pierce, married and had five sons, the youngest of whom, Mial Pierce, born in the town of Dover, Dutchess county, New York, in May, 1766, married Isabel Chase, of Pittstown, Rensselaer county, New York, and this couple were the grandparents of Alfred C. Pierce. They had thirteen children, two of whom died young, and the youngest, Benjamin, was the father of Alfred C. He was born on Sept. 30, 1804, and married Polly Bowen, of Middlefield, Otsego county, New York, born Sept. 29, 1808. The Bowen family was founded in America by Griffith Bowen, who came from Langerrith, Wales, in 1638, and settled at Roxbury, Mass. A brother, Lieut. Henry Bowen, followed soon afterward and also settled in Roxbury, where he married a daughter of Isaac Johnson. He fought in the Indian wars of his time, in Isaac Johnson's company, and later became one of the promoters of the Connecticut colony. The line of descent from Lieut. Henry Bowen to Alfred C. Pierce is as follows: Isaac, son of Henry Bowen, was born in Roxbury, Mass., April 20, 1676, and died Jan. 1, 1727; Henry, son of Isaac, was born at Farmington, Mass., June 30, 1700, and died at Woodstock, Conn., Jan. 1, 1758; his son, Silas, was born at Woodstock, Conn., April 17, 1722, and died Feb. 16, 1790; Henry, son of Silas, was born at Eastport, Conn., March 9, 1749, and died Dec. 8, 1830, and his son, Henry, known as "Deacon Henry," was born Sept. 10, 1780, and settled in Otsego county, New York, where he became an influential farmer. He was the father of Polly Bowen, who married Benjamin Pierce and became the mother of Alfred C. The Bowen family has furnished men who have attained to positions of prominence in the civil, professional, and political life of the country, as well as members who served in the war of the Revolution. Benjamin and Polly (Bowen) Pierce were the parents of thirteen children: Cynthia Ann, born Sept. 25, 1827; Laura Elvira, born March 8, 1829; Henry Bowen, born Sept. 10, 1830; Sabrina M., born Dec. 25, 1831; Horace Milton, born Jan. 5, 1834; Alfred Clark, born Sept. 13, 1835; Elmer Wood, born Nov. 2, 1837; Ellen, born July 29, 1839; Marcia, born May 1, 1841; Silas E., born Jan. 11, 1844; Arthur S., born Feb. 28, 1846; Amy L., born May 5, 1848, and Sumner W., born May 24, 1851 .

Alfred Clark Pierce was reared on a farm near Cooperstown, N. Y. His education was acquired in the Cooperstown Academy, supplemented by a course of two terms at the State Normal School, at Albany, N. Y., which course he completed in 1855. He took a keen interest in the problems then confronting the nation, particularly those concerning the future of Kansas. Deciding to join the free-state party, he began his journey to the territory, stopping for a time at Adrian, Mich., with an uncle, Lucien Bowen, who secured a school for him and he taught one term. Continuing westward, he reached Iowa City, where he remained for three weeks. Here he became acquainted with the late Preston B. Plumb, and a friendship was formed which remained unbroken up to the time of Senator Plumb's death. Mr. Pierce, Mr. Plumb, and a party of eight others, left Iowa City, Sept. 3, 1855, conveying 250 Sharp's rifles, a supply of ammunition, and a small brass cannon, intrusted to them for delivery to the Free-Soil party in Kansas. The rifles and ammunition were turned over at Tabor, Iowa, and the cannon was taken on to a point near Topeka, where it was concealed in the woods. On the way west, the party divided at Manhattan, Mr. Plumb following the valley of the Smoky Hill, westward, and Mr. Pierce going up the Blue river. They rejoined each other at Chapman, whence Mr. Plumb returned to Lawrence and Mr. Pierce went on west and located a claim, on which has since been built the city of Salina. There, with seven companions, he erected a log house, the first building of any kind in Saline county, and which he subsequently sold to Colonel Phillips, the founder of Salina. Mr. Pierce abandoned this claim in November, 1855, and went to Ogden, where he was employed in cutting logs. From that time until the spring of 1857 he secured such employment as was offered, working in the district from Junction City to Atchison. Upon the establishment of Kansas Falls by the Massachusetts colony, he became superintendent of building operations for the settlement, and was also engaged in surveying. He also filed on a claim and got out logs and lumber. In 1860 he located permanently at Junction City, where he has since resided, being now the oldest living resident. He was first engaged in surveying, looking up lands and locating settlers. In August, 1862, he enlisted in Company G. Eleventh Kansas infantry, which in 1863 was made the Eleventh Kansas cavalry. He was promoted to first lieutenant, then to captain, and was mustered out with that rank in August, 1865. Returning to Junction City, he was elected county surveyor, later county clerk, and also served as register of deeds. In 1867 he opened the first real estate office in Geary county, later adding to his business insurance and loans. He compiled the first abstract books in the county and added that department to his business. From the start this venture proved a success and the business became the most extensive in the county, as well as one of the most important factors in the development of this section of the state. For forty years Mr. Pierce remained in charge of this business, retiring in 1906, when he was succeeded by his son, Hal Pierce, who is one of the successful men of the county. Owning about 5,000 acres of land in Geary county, Mr. Pierce has, since 1906, been fully occupied in the management of his extensive cattle interests. He is a lifelong Republican and has been an active factor in state, county, and city affairs. He has been three times elected to the state legislature—first in 1861, again in 1867, and the last time in 1879. A consistent and conscientious advocate of temperance and prohibition, he labored unceasingly for the measures which have done so much to place Kansas in the front rank as regards prosperity and citzenship.[sic]

On May 9, 1865, Mr. Pierce married Miss Harriet L. Bowen, daughter of Levi H. Bowen, of Cooperstown, N. Y. She died June 2, 1910. Mrs. Pierce was a woman of broad culture and refinement, one who exerted a great influence for good in the social and religious life of Junction City, and one whose charities were many and varied. Her death removed from Geary county one of its noble women, whose loss is keenly felt by a wide circle of friends. Her family lost a mother who believed in her husband, her children, and her fireside, and did her utmost to create an ideal home. Mr. and Mrs. Pierce became the parents of seven children: Alfred Bowen is associated with his father in the cattle business; Mary is the widow of Joseph Gillett, of Purcell, Okla.; Hal (see sketch); Madge is the wife of Frank Smith, of Byers, Okla.; Levi Benjamin is engaged in farming with his father; Marcia resides with her father, and Maud is the wife of Frank Kibby, of Junction City.

Captain Pierce is in all respects a high type of the conservative, unassuming American, diligent in his commercial affairs, and conscientious in all things. To do justice to the many phases of his career in an article of this order would be impossible; but in even touching the more salient points there may come objective lessons and incentive, and thus a tribute of appreciation. As a man among men, bearing his due share in connection with the practical activities and responsibilties of a work-a-day world, he has been successful; but over all and above all, he has gained a deep knowledge of the well-springs from which emerge the streams of human motive and action. He has gained a clear apprehension of what life means, what its dominating influences and its possibilities are, and is ever ready to impart to his fellow men the fruits of his investigation, contemplation, and mature wisdom. As an evidence of his progressiveness, it is worthy of mention that he built the first silo in Kansas and was one of the first to use ensilage in feeding cattle. He has known, more or less intimately, every governor of the State of Kansas, and met nearly all the territorial governors. At the age of seventy-six he is a marvel of mental and physical strength and energy, frequently spending a whole day at a time in the saddle, giving his personal attention to his cattle ranches, etc.
